I am all for option 2. Though I think my opinion is equally self-centered. The neckline is far more flattering on my figure than the one from option 1. I think either outfit is perfectly appropriate and cute.

Option 1–it seems as though option 2 would have too much going on when you pair it with the cardigan, though that dress is scrumptious. I have to agree with another commenter who noted that option one seems more classic and vintage as well.

Of course you will look darling in both. Those orangey shoes are to die for. The blue dress seems a tinge more formal?? I don’t know. that is why you make decisions like this for me.
